Objective and success measure
One sentence on what the project achieves and one measurable way to know it is done. “Launch the customer portal so that seventy percent of support requests are self-served within ninety days” is complete; “build a portal” is not.
In scope and out of scope
Listing what is explicitly excluded prevents the slow expansion that sinks small-team projects. The out-of-scope list is usually more valuable than the in-scope list.
Owner, stakeholders, and constraints
One named owner, the people who must be consulted, and the fixed constraints: budget, deadline, technology. If two people think they own the project, the charter has already failed.
